Auditor General advises against political appointees as financial controllers

Auditor General Niyaz Ibrahim has advised against the placement of political appointees as financial controllers of government institutions. Niyaz detailed that though the State financial law stated that financial controllers must be political appointees, the custom was against the “spirit of the law”.

“So far financial controllers have always been political appointees. However that is not the spirit of the law as the true spirit of the law would be to appoint civil servants to such positions,” Niyaz added.

He further revealed that he had advised the former administration to appoint civil servants as financial controllers but had been ignored.

President of the Civil Service Commission Mohamed Fahmy Hassan said as per the advice of the Auditor General, the permanent secretary of every ministry had been appointed as interim financial controller of the respective ministry.

Fahmy added that efforts were underway to appoint suitable candidates on a permanent basis after consultation with the Finance Ministry.
