No confidence vote against Speaker on June 5

Parliament Secretariat has revealed that the no confidence issue against the Speaker Abdulla Shahid has been scheduled for June 5. Secretary General Ahmed Mohamed said that the MPs have been duly informed that the no confidence motion issue against the Speaker has been set for the following day after the Parliament convenes for the second sitting for the year on June 4.

In accordance with the Parliament’s Rules of Procedure the legislators had been notified on April 19 of the no confidence issue against the Speaker.

Article 175 (3) of the Parliament’s Rules of Procedure stipulates that “when an issue is received in accordance with (2) of this Article, the Secretary General must notify the members and the Speaker in no less than three working days and the issue must be submitted to the floor within 10 working days of the date of the notification.”

The Rules of Procedure further states that the debate on the issue of a no confidence motion against the Speaker must not be longer than three hours.

In addition, the Parliament’s General Committee must decide the number of MPs to debate on the issue, the extent of the debate and the extent and time allocated for the Speaker to present his defence.

The no confidence issue against the Speaker had been submitted to the Parliament by opposition Maldivian Democratic Party (MDP) with the signatures of 27 lawmakers.

The issue had been submitted after citing that the Speaker was taking matters into his own hands rather than putting matters forward for discussion, which is a violation of Parliament’s Rules of Procedure.

However, Shahid had refuted all allegations by stressing that “I have been elected as the Speaker with a healthy majority. From the day I was elected, I have always executed my responsibilities within the contours of the constitution, laws and the rules of procedure of the Parliament, which I would continue to do so in future.”
