Minister pardoned for remarks against Councilors: City Council

Male City Council has excused Housing Minister Dr Mohamed Muizzu for the inappropriate comments made against the Councilors, citing that the Minister lacked political experience. In a press statement, Council labeled Minister’s remarks that the “city council resorts to harassment around every corner” was a blatant lie. Council also stressed that the claims against the Councilors elected by the majority of the people was highly inappropriate.

Council further assured to assist the Housing Minister in his limited efforts due to his lack of experience. The statement also urged the Minister to apologize for any inappropriate comments made against the people of Male.

Minister Muizzu revealed that given the Ministry has to contact the Male City Council on a daily basis the “harassment” has led to several challenges expressed his disappointment over the council's actions.

“…Even if there is a regulation written in Dhivehi they interpret it the complete opposite of what it means. If that is the political policy they adhere to then I don’t think the people have to accept them. Resorting to harassment and obstruction over every matter is their order of the day,” Muizzu had said.

Fauzan, Majid deny Ayyubey murder charges

Fauzan and Majid both denied the charges of the murder of Dhaalu atoll Kudahuvadhoo, Samandhar, Ali 'Ayyubey' Hassan, at the Criminal Court on Sunday. The State had charged Fauzan Mohamed of Kudahuvadhoo, Fanas, and Ibrahim Majid of Ranakuri, in the brutal murder of Ayyubey in January.

At the hearing on Sunday, presenting the charges against the two, State attorney said that the two of them had conspired with others and had attacked Ayyubey while he was walking on dhandi miskiy magu at around 7.00 in the evening of January 8. Then they had stabbed Ayyubey to death with sharp objects and afterwards dragged his body inside an abandoned house nearby.

Hence the State attorney said that the two has been charged with murder in the first degree.

When individually asked by the Judge, about the charges, Fauzan denied the charges, asked for an opportunity to assign himself an attorney and asked the Judge to expedite the case.

Majid also denied the charges against him but stated that he had already appointed himself a lawyer and that the necessary documents had been forwarded to the court. However, no attorney was present at the courtroom during the hearing today.

In conclusion of the hearing, Judge Abdul Baaree Yusuf stated that the next hearing of the case will commence after a week’s time.

In addition to the two men, Ibrahim Waseem, a step-grandchild of Ayyubey had confessed to the murder during the trial at the Criminal Court earlier.

Three underage children are also being charged for the murder of Ayyubey at the Juvenile Court, who was believed to have been murdered for practicing black magic.

While two children have confessed to the murder, the State was given the opportunity to present DNA evidence against the third child who had denied the charges last month.

Eight heirs of Ayyubey who were presented in court had asked for the death penalty while the only heir remaining is yet to make a decision.

Waheed, Mahloof given the right to counsel

Criminal Court today afforded both Opposition Maldivian Democratic Party (MDP) deputy Parliamentary group leader and Thoddoo constituency MP Ali Waheed and Galolhu-south constituency MP Ahmed Mahloof the right to an attorney. Both MPs have been charged with obstruction of police duty.

During the hearing today Sate Attorney detailed that the Mahloof and Ali Waheed are being charged for removing the police barricades near Muliaage on March 25, 2010 and obstructing police personnel.

Both MPs are being charged under Article 75 of the Police Act which is impeding the duty of a police officer.

In response to the charges, Mahloof while explaining that though Waheed and he had belonged to the same political party earlier, now they had chosen different paths following political rifts and divergences in opinion, requested the Judge whether the hearings could be conducted separately.

However, the presiding Judge dismissed the request pointing out that the State wished to prosecute both the accused under one charge. The Judge further warned against bringing politics into the trial.

Mahloof stressed that as the alleged crime had taken place a while back the incident had faded from memory. He added that if he had in fact committed a crime he would face it without hesitation, but if he had not would strive to prove his innocence.

Ali Waheed in response said that the charges were unclear and stressed that he has never confronted the Police with a weapon. He also inquired whether anymore persons were being charged for the alleged offence.

State Attorney explained that the charges do not include any weapons and although mention that some others had been involved could not gather enough evidence for a prosecution apart from Waheed and Mahloof.

After the explanation, Waheed was still adamant that the charges were unclear and expressed his wish to continue in the presence of a lawyer.

Judge Abdull Didi, during the hearing today asked the State the reasons behind the delay in prosecuting the case.

State Attorney detailed that Mahloof and Ali Waheed had been prosecuted for the same offence earlier. However, the charges were withdrawn by the Prosecutor General (PG) under the authority to maintain political balance.

Speaking to reporters after today’s hearing, Mahloof told Haveeru that his case was investigated during former President Mohamed Nasheed’s administration and that it indicated Nasheed’s efforts to impede the freedom of speech and expression.

Ali Waheed stressed that the charges were politically motivated and pointed out that Nasheed had been prosecuted less than 24 hours after he had warned to remove the PG from the post.

Will counter UN report without hesitation: Abbas

Following the report by the United Nations Human Rights Committee Thursday, calling on Maldives to step up efforts to ensure human rights in the country, Government Spokesperson Abbas Adil Riza has said that the Maldivian government would counter the report "transparently and without hesitation." Referring to the calls to allow for religious freedom and same sex rights made by the UN in the report, Abbas stressed that Maldives has signed the various international covenants to act in accordance with the constitution. He added that “nothing can be done outside the contours of the constitution.”

Spokesperson further highlighted that Islam was declared as the religion in the Maldives by the majority of the Special Majlis (Parliament). Hence the authority to revise the decision and determine the view of the people can only be done through the Parliament, he added. Abbas also noted that despite the call by the UN for religious freedom in the Maldives, such a call is only echoed by a few in the country.

Abbas detailed that the UN’s report was based on the document submitted during former President Mohamed Nasheed’s administration.  He alleged that the report had been shaped to achieve a specific outcome.

“As it turned out we had to respond to the report submitted by Nasheed’s government. We believe that that the report of Nasheed’s government had been fashioned to attain a specific result. That is a major offence,” Abbas said.

He further noted that while the UN has called to probe the alleged human rights abuses prior to 2008, Nasheed during his tenure as President had failed to investigate such incidents. He further raised question whether his government would be able to do so.

“Nasheed’s first order of business after taking the oath of office was to establish a Presidential Commission to probe into his predecessor former President Maumoon Abdul Gayoom’s government. But till February 7, the Commission had not charged anyone,” Abbas said.

MDP concerned over Ali Waheed Criminal Court summon

Opposition Maldivian Democratic Party (MDP) has expressed concern over MDP deputy Parliamentary group leader and Thoddoo constituency MP Ali Waheed being summoned to the Criminal Court on Sunday. In a press statement by the party on Saturday night, the party stated that it is aware that the charges being pressed against Ali Waheed is due to an incident in 2010 and stated that the issue is “archaic”.

“While paying no attention to the constitutional principles which state that a delay in providing justice is failing to provide justice and such outdated charges being pressed while more pressing concerns go unheeded and ignored is something we want to highlight,” the press statement quotes.

The statement describes the charges on Ali Waheed as a series of ‘attacks’ targeted on MDP members. The party also stressed that it was being subject to threats and intimidation from various sources.

Progressive Party of Maldives (PPM) Galolhu-south constituency MP Ahmed Mahloof and Ali Waheed are being prosecuted in the case.

An official of the Prosecutor General’s (PG) office detailed that Mahloof and Ali Waheed are being charged for removing the police barricades near Muliaage on March 25, 2010 and obstructing police personnel.  Both MPs are being charged under Article 75 of the Police Act which is impeding the duty of a police officer, official added.

MIRA earns 4% more than expected revenue

Maldives Inland Revenue Authority (MIRA) has recorded four percent more than the estimated revenue this year Second Quarter. Statistics publicized yesterday showed that during the period from April to June 2012, MIRA collected MVR1.4 billion as State revenue, which is an increase of 16.8% compared to the corresponding period of 2011 (MVR1.2 billion).

MIRA explained that the increase is mainly attributable to the increase in revenue from Tourism Sector GST (from MVR246.3 million to MVR382.7 million) which is partially explained by the higher GST rate of 6% this year (3.5% in 2011). The introduction of GST to the non-tourism sector also contributed significantly to the increased collection. MIRA collected MVR263.3million as Non-tourism Sector GST during the quarter.

The second quarter generated MVR80.6 million as Business Profit Tax (including Withholding Tax). Revenue received from Resident Permit increased by 993.7% (from MVR 3.6 million to MVR42.5 million) â€" this is explained by the fact that MIRA started collection of Resident Permit only from mid June 2011. In addition, due to an increase in sale of land, the Land Sales Tax increased by 122.6% (to MVR4.6 million) during the quarter.

Statistic shows that in this quarter GST, Tourism Tax and Tourism Land Rent did not generate as much revenue as estimated. But there is a significant positive variance in Withholding Tax and Airport Service Charge compared to the projected revenue for the period.

The main revenue contributors for the quarter are Tourism Sector GST, Non-tourism Sector GST, Tourism Land Rent and Tourism Tax, which contributed 26.4%, 18.2%,15.9%, and 13.9% respectively.

Statistics shows that past six months MIRA collected MVR1.4 billion as State revenue, which is an increase of 59.1%compared to the corresponding period of 2011.

PPM, MDP supporters exchange obscenities

The Progressive Party of Maldives (PPM) gathering held to protest against the opposition Maldivian Democratic Party's (MDP) treatment of the security forces resulted in heated exchange of obscenities between the two groups last night. MDP supporters on motorcycles while passing the PPM gathering held at the artificial beach last night at around 10.30 and had honked loudly as both set of supporters exchanged heated arguments. Two mini bags of paint were hurled at the PPM supporters from outside.

The MDP supporters who came near artificial beach from Usfasgandu direction on Boduthakurufaanumagu left the scene when traffic police arrived and started monitoring the traffic in the area.

Some high level PPM officials and MPs participated and spoke at the PPM gathering last night.

Speaking at the meeting, PPM council member Ahmed ‘Maaz’ Saleem said that the former President Mohamed Nasheed had promoted injustice during his term at office.

“I believe that Kenereege Mohamed Nasheed does not stay back during the major violations. Kenereege Mohamed Nasheed leads the injustice in this country. We are aware that Kenereege Mohamed Nasheed’s family has carried out all the coups till today,” he said.

Villi-Maafannu MP Ahmed Nihan Hussain Manik said that one of the purposes of the PPM gathering is to show that the perpetrators who disrupt peace can be brought to justice within the contours of the law.

In general, the gathering called for an inquiry in to illegal activities lead by Nasheed and to arrest him. They also called out that law and order can only be restored once Nasheed gets his due punishments.

Sri Lanka navy urges Australia to deport boatpeople

Sri Lankan navy officials have urged Australia to deport the growing number of boatpeople arriving from their country, saying it was the "best way" to deter people smugglers, a report said Saturday. Sri Lanka's naval operations director Commodore N. Attygalle and its head of naval intelligence Nishantha Ulugetenne told The Weekend Australian newspaper, Canberra ought to turn Sri Lankan asylum-seekers straight back home.

"When you start deporting then this problem will ease for us," Commodore Ulugetenne told the newspaper.

"More than 1,500 Sri Lankans have landed in Australia in the last six months. What are you going to do with them, screen them one by one?"

Authorities in Colombo have seen a spike in people-smuggling traffic from its shores in recent months even though they have disrupted several attempts involving hundreds of asylum-seekers.

The surge has fuelled a political deadlock over the issue in Australia, with the government wishing to transfer boatpeople to Malaysia as a deterrent measure but the conservative opposition blocking the plan.

Attygalle said towing boats out of Australian waters, as proposed by the opposition, would not work because smugglers would sabotage the boat in order to force a rescue and agreed that "the best way is deportation".

Sri Lankans account for 22 percent of the 5,815 people currently in Australian asylum-seeker detention, second only to Afghanistan in terms of numbers. Only 83 percent of refugee applicants are successful.

The rate was 100 percent during the height of hostilities between Sri Lankan forces and the separatist Liberation Tigers of Tamil Eelam in 2009 which ended a decades-long civil war and left up to 100,000 dead.

A spokeswoman for Immigration Minister Chris Bowen said Canberra "routinely" returned asylum-seekers to Sri Lanka not found to be genuine, both voluntarily and involuntarily, and saw it as a "crucial" element of the refugee system.

"The government will continue to pursue removals of failed asylum seekers who have exhausted their appeal rights and are found not to be owed protection," she told AFP.

"People who are owed Australia's protection under international obligations will be granted protection. People found not to be owed protection will be removed from Australia."

There has been a constant stream of refugee boats intercepted off Australia as the policy impasse deepens, with a record 6,557 asylum-seeker arrivals in the first seven months of 2012, despite a number of fatal sinkings.

Assange's mother arrives in Ecuador for talks

The mother of Wikileaks founder Julian Assange arrived in Ecuador Saturday for talks with top government officials after her son had found refuge in the Ecuadoran embassy in London, a government website reported. Christine Assange "is visiting Ecuador in order to protect the life of her son," said the site El Ciudadano.

Ecuadoran Foreign Minister Ricardo Patino is due to meet with Christine Assange on Monday to discuss her son's application for asylum in the Latin American nation, the foreign ministry said.

Ecuador will respond to Assange's request on August 12, Patino said, after the 2012 London Olympics.

"We will take decisions that do not affect our relations with Britain," Patino said, explaining that Quito would be careful not to disrupt the Olympic Games.

Meanwhile, Christina Assange told El Ciudadano she was thankful to the government of Ecuador for the shelter it had given her son.

"I am sure the president and his aides will make the best decision in this case," she said.

Julian Assange, 41, is seeking asylum in Ecuador to avoid his extradition to Sweden, where he is accused of sexual assault.

The WikiLeaks founder fears that from Sweden, he could subsequently be re-extradited to the United States to stand trial for espionage, on account of the trove of leaked US diplomatic cables and military logs that were published on his website.

Ecuadoran President Rafael Correa has often been at odds with Washington and offered Assange asylum in 2010.

Correa vowed earlier this month that his government would not yield to pressure from Britain, Sweden or the US in deciding whether to grant asylum to Assange.

Syrian opposition demands arms, says Assad should be tried

The head of the exiled Syrian opposition called on Saturday for the rebels to be armed, insisting that President Bashar al-Assad should be tried for "massacres" and not be offered asylum in any future solution. Syrian National Council chief Abdel Basset Sayda also said that the opposition will discuss a proposed transitional government with rebel forces.

"We want weapons that would stop tanks and jet fighters. That is what we want," he said following talks in Abu Dhabi as regime forces launched an all-out assault on the northern city of Aleppo.

He urged Arab "brothers and friends to support the Free (Syrian) Army" saying the support should be "qualitative because the rebels are fighting with old weapons."

He said that the rebellion needs support in order to achieve a "significant change" in the uprising that began in March last year.

"There should be relief support, but also support that allows this people to defend itself against the machine of killing," he said.

Sayda pointed out that the opposition needs a minimum of $145 million monthly to provide basic needs, while it has received only $15 million over several months.

He thanked oil-rich Saudi Arabia for organising a five-day fundraising campaign which concluded on Friday after collecting over $72 million.

Sayda meanwhile said that any future plan should not include an amnesty to the Syrian leader, saying he should be put on trial.

"The Yemeni example can't be applied in Syria," he said, referring to the amnesty given to former Yemeni president Ali Abdullah Saleh following mass protests.

"There are massacres being committed. We believe Bashar al-Assad should be tried. He is a criminal and should not be given a shelter," he added.

The SNC chief said the council would discuss a proposed transitional government with rebel groups on the ground, adding that its leader should be someone who had been committed to the uprising from the start, in an apparent rejection of giving General Manaf Tlass, who defected earlier this month, a leading role.

"We are studying the idea (of transitional government) and we will contact all forces on the ground in Syria," he said.

The leader should be an "honest and patriotic person... committed to the objectives of the Syrian revolution since its beginning," he said.

He said that coordination would be in the first instance with groups on the ground when he was asked about coordination with Tlass, the highest ranking officer to abandon the regime of Assad.

"We want a government that is strong and capable of managing the situation," he said.

Sayda warned of "massacres plotted by the regime" against Aleppo, holding "brothers and friends responsible if they do not act."

Pro-government daily Al-Watan had warned the "mother of all battles" loomed in Aleppo as the government moved to reassert its authority after recapturing rebel-held districts of Damascus.

Sayda also said that future diplomatic action against the regime of Assad will be through the UN General Assembly in September.

"Next move should be taken outside the UN Security Council... We should go to the General Assembly," he said as Russia and China continue to block punitive measures against Assad through the UN Security Council.

Mancini says news on new players soon

Manchester City manager Roberto Mancini said on Saturday that the English Premier League champions could have news on new players in the next fortnight. Mancini -- who is believed to be exasperated at the slow progress his club has made in luring coveted Arsenal captain Robin van Persie -- said the team needed to bring in new players to improve.

"We did well last year," he told reporters in Kuala Lumpur where the team will play a friendly against a team of selected Malaysian players on Monday as part of their pre-season Asia tour.

"This year will be harder because when you win... the problem is (to) win again."

"For this reason I think that we need to improve our team with maybe some new players... I'm sure that maybe in the next two weeks we can do something about new players," he added.

Van Persie's future has been the focus of intense speculation since he told Arsenal that he would not be renewing his contract with them. Mancini did not comment on Van Persie Saturday but has recently said he admires him.

Arsenal manager Arsene Wenger said on Friday that the club has not received any offers for the Dutchman.

Mancini said City was talking to some players.

"We are talking to some players, but the market is not easy. It's difficult, and for this we need more time," he said, dodging another question on whether he was frustrated with the slow place of talks.

He also declined to say how many new players City wanted.

"I don't know at this moment. But we have a lot of players and I don't think that we need 10 new players."

He also warned it would be a "big mistake" for City to become complacent after their Premier League victory.

"We need to improve. We need to work hard... because we want to stay on top for a long time," he said.

Manchester City captain Vincent Kompany, who has been handed a new six-year contract, said for the new season "the most important thing is that you start everything back from scratch".

"It's a new season, it's a new adventure... I guess the only message that needs to be put out to the team is that if we want to do it again, we'll have to work even harder," the Belgian defender said.

Manchester City, who are visiting Malaysia for the first time, won 2-0 in a friendly against Premier League rivals Arsenal in Beijing on Friday.

Malaysia has hosted several top English Premier League clubs, who are increasingly keen to nurture a fan base and help attract sponsors in Asia.

Arsenal visited the Southeast Asian country before travelling to China to meet Manchester City. Queens Park Rangers played two friendlies in Malaysia earlier this month.

Afghanistan insurgent attacks up 11 percent: NATO

Insurgent attacks in Afghanistan rose by 11 percent in the past three months over the same period last year, according to the latest figures released by NATO's US-led coalition. The month of June alone accounted for the highest number of attacks in nearly two years, with more than 3,000 assaults, including firefights and the explosion of homemade bombs, the International Security Assistance Force said.

The upturn comes as the US-led coalition starts to withdraw its 130,000 troops after more than 10 years of war and ahead of a 2014 deadline for an end to combat operations.

ISAF says one reason for the increase was an earlier start to the summer fighting season because of an early end to the harvest of opium poppies -- a major source of income for Taliban Islamist insurgents.

It gave another as the increased presence on the battlefield of Afghan security forces and better reporting of attacks against them.

"Enemy-initiated attacks over the last three months (April-June) are 11 percent higher compared to the same quarter last year," ISAF said in a report on its website.

"The annual start of the poppy harvest period is characterised by a considerable decrease in enemy-initiated attacks usually followed by a few weeks of lower attack levels.

"This year's harvest started later and finished earlier in the most poppy prevalent areas of Afghanistan compared to last year."

Despite the increase in attacks, the number of coalition deaths in the first six months this year -- 220 -- was down on the same period last year when 282 died, according to figures kept by the website icasualties.org.

About half of all deaths in both periods were due to roadside bombs, the statistics show.

"Insurgents continue to rely on IEDs (improvised explosive devices) as the principal means to execute their campaign," ISAF said.

In the latest attack, two NATO soldiers were killed on Thursday in an IED explosion in southern Afghanistan, ISAF said in a separate statement, without giving further details.

City Council resorts to harassment every time: Minister

Housing Minister Dr Mohamed Muizzu has said that the Male City Council seems to be harassing the ministry over every matter and expressed his disappointment over the council's actions. During an interview with Haveeru last week the minister said that he had met with members of the Male City Council on two separate occasions and assumed that matters would progress well but the council acted in reverse of whatever was said.

“…Even if there is a regulation written in Dhivehi they interpret it the complete opposite of what it means. If that is the political policy they adhere to then I don’t think the people have to accept them. Resorting to harassment and obstruction over every matter is their order of the day,” he said.

He alleged that members of the Male City Council besides “lying” excessively were also “deceitful.”

“Rational thinking is not utilized at all (by the City Council). Civilized people do not behave the way they do. If the people of Male are to elect them a second time over, that’s conveying a very sad message. If the people we’re to deal with do not handle matters rationally how are we supposed to deal with them? We (the ministry) have to let go of certain things and provide the necessary services to the people,” he explained.

The minister revealed that given the ministry has to contact the Male City Council on a daily basis the “harassment” has led to several challenges.

UN calls for greater effort to curb human trafficking in Maldives

United Nations Human Rights Committee has called on the Maldives to step up efforts to curb the trafficking in migrants from neighbouring countries for labour and sexual exploitation. In a report issued by the Committee Thursday, while noting that trafficking is prohibited by the Maldives’ constitution, expressed concern that no legislation has yet been enacted to prevent and protect against trafficking in persons.

The Committee further noted the lack of statistical data on the number of trafficked persons, the investigations conducted, the number of prosecutions and convictions, and the protective measures put in place, as well as the absence of a strategy to combat trafficking.

As a remedy the report while calling on the relevant authorities to expedite the Bill prohibiting and punishing all forms of trafficking in persons, stressed on the importance of establishing means to provide protective measures, in particular shelters, as well as rehabilitation and compensation to victims of trafficking.

In addition, the Committee urged the Maldives to investigate incidences of trafficking, prosecute those responsible and adopt an Action Plan on human trafficking.

Government recently admitted that large numbers of illegal immigrants are currently living throughout the Maldives.

Pollution protestors clash with police in China

Thousands of people demonstrating against alleged pollution from a paper factory in east China clashed with police Saturday, the latest in a series of environmental protests. The protestors overturned two cars and invaded the local government offices in the coastal city of Qidong, near Shanghai, an AFP photographer said.

Demonstrators seized bottles of liquor and wine from the offices along with cartons of cigarettes, items which Chinese officials frequently receive as bribes.

A photograph posted on Sina Weibo, the main Chinese microblogging service, showed some of the items displayed outside the government building.

Thousands of people had gathered in a square in front of the offices and in adjacent streets Saturday morning, with armed police arriving at the scene at 9:00 am.

Following the clashes, the local police said in their microblog that the pipeline from the paper mill, which belongs to Japanese company Oji Paper, would be "permanently closed" and called on the demonstrators to go home.

Oji Paper however denied that its plant was causing pollution and said closing the 110 kilometre (70-mile) pipeline would not affect operations at the plant, located in Nantong, Jiji Press news agency reported.

"We don't release 'polluted water' as we are currently releasing water after purification that meets the local environmental standards," Jiji quoted a company public relations official as saying.

Protests against environmental degradation have increased in China, where three decades of rapid and unfettered industrial expansion have taken their toll.

The sewage pipe from the paper mill discharges into the sea in the port of Lusi, one of four fishing harbours in Qidong, one protestor, who for safety reasons only gave her name as Qin, told AFP.

Discharges were set to climb to 150,000 tonnes of sewage a day when the mill was fully operational, according to residents quoted Friday by the state-run Global Times newspaper. Construction on the mill started in 2007.

Qin said there were 50,000 demonstrators, while a microblogger using the name Qidong Longhuisheng estimated numbers at 100,000.

"There are people everywhere, on walls, cars, rooftops, in streets," said another microblog user writing under the name Jiaojiaotaotailang, adding that "the air is filled with the smell of alcohol, and there are sounds of breaking glass".

Searches including "Qidong" were blocked Saturday on Sina Weibo, which has more than 250 million subscribers.

The move to close the paper mill's sewage pipeline comes after Chinese authorities this month scrapped plans to build a $1.6 billion metals plant in the southwest province of Sichuan following violent protests by local residents concerned about the planned factory's environmental impact.

Similar incidents are reported regularly around China, many over environmental concerns that locals say are linked to corruption, but authorities typically quash the protests and push ahead with the projects.

The Chinese government warned Friday that security would be tightened throughout the country ahead of a major Communist Party Congress this autumn, which should see a new generation of leaders take over the reins of power.

Bangladesh asks World Bank to review cancelled loan

Bangladesh has asked the World Bank to review its decision to cancel a $1.2 billion loan for a major road and rail bridge, saying that a senior minister had resigned over the graft allegations. The Washington-based lender cancelled financing for the Padma bridge, which would transform the country's transport network, in June, explaining the government did not cooperate in probing "high-level" corruption in the project.

"Though no evidence has been found... former Communications Minister Syed Abul Hossain has resigned to help the probe, though he claimed his innocence," Finance minister A.M.A Muhith said late Wednesday.

"We're still hopeful that the World Bank will reconsider the matter," he said.

Hossain was alleged to have sought a bribe from a Canadian firm bidding for part of the bridge project.

The cancellation embarrassed Prime Minister Sheikh Hasina as the 6.2-kilometre (3.8-mile) bridge was one of her key election pledges.

The World Bank recently said it was "technically possible" to reinstate the loan, but only if its demands were fully met to investigate and remove tainted officials.

Must quicken response time to maritime disasters: Minister

Transport Minister Dr Ahmed Shamheed said last night that the speed at which aid is provided following maritime accidents needs to be stepped up. Speaking at the ceremony held last night at Villimale to inaugurate the Maritime Rescue Coordination Centre the minister said that current resources utilized for maritime rescue operations need to be upgraded and that search and rescue operations should be conducted in line with international conventions.

Referring to the capsizing of the “Enama” boat of Gaaf Dhaal Thinadhoo he said that it was learned from that accident that search and rescue operations need to be more organised and prepared.

“We have to provide help as fast as we can in the wake of a maritime accident. But during that accident we found out that we weren’t much prepared,” Dr Shamheed said.

Coastguard captain Mohamed Mujthaba revealed to reporters after the ceremony that sub centers are to be established to facilitate easier providing of assistance to those stranded at sea. These centers are to be established at Haa Alif atoll Uligamu, Laamu atoll Kahdhoo and Seenu atoll Gan.

The Maritime Rescue Coordination Centre was built next to the Fire and Rescue Training Centre in Villimale and Mujuthaba revealed that the equipment at the center fit in with international standards.

Mujthaba said that more equipment is needed to improve the service provided by the center and agreements need to be made with neighboring countries as well.

Robben wants to mend fences with Ribery

Bayern Munich's Dutch midfielder Arjen Robben said Friday he wants to turn the clock back and rediscover the relationship he had with team-mate Frank Ribery before last April's bust-up between the pair. Bayern Munich were reported to have fined French star Ribery 50,000 euros ($66,000) for the dressing room clash with Robben during half-time in their Champions League tie against Real Madrid.

"Something happened and it wasn't easy. I found it a pity what happened," Robben told German daily Bild during the team's tour of China.

"Up until then our relationship had been really good on and off the pitch.

"Now everything is once again in order. We're going in the same direction once again and I hope to enjoy playing with him again."

Terry charged over Anton Ferdinand abuse case

Chelsea captain John Terry was charged by the Football Association on Friday for abusing Queens Park Rangers defender Anton Ferdinand despite his acquittal at a criminal trial earlier this month. The former England captain was cleared of racially abusing Ferdinand at a London court hearing on July 13.

However, the FA said in a statement they had now charged Terry after reviewing evidence gathered in their own inquiry in addition to the criminal investigation.

Terry was found not guilty after a five-day trial at Westminster Magistrates Court which delved into the circumstances surrounding an incident involving the two players during a Premier League match on October 23 last year.

In a statement, the FA said: "After seeking advice from an external Independent QC, and having considered the evidence and Magistrates' Court decision in the John Terry case, The FA has today charged the Chelsea player following an alleged incident that occurred during the Queens Park Rangers versus Chelsea fixture at Loftus Road on 23 October 2011.

"It is alleged that Terry used abusive and/or insulting words and/or behaviour towards Queens Park Rangers' Anton Ferdinand, contrary to FA rules.

"It is further alleged that this included a reference to the ethnic origin and/or colour and/or race of Anton Ferdinand," the FA said in a statement released just hours before Friday's opening ceremony of the London Olympic Games.

"This charge is the result of The FA's long-standing enquiries into this matter, which were placed on hold pending the outcome of the criminal trial, and relates to rules governing football only," the statement went on.

The FA added that Terry remains available to play for England and has until 3 August 2012 to respond to the charges.

"The FA will make no further comment during this time," the statement concluded.

Terry was stripped of the England captaincy in February over the allegations. As a consequence, Fabio Capello resigned as England manager, just months before Terry joined the England squad for the 2012 European Championships.

Meanwhile, the FA put their own disciplinary process on hold so as not to prejudice the trial.

But following the outcome English football's governing body reacted to the court verdict by saying it noted the decision but would still proceed with and conclude its own enquiries which require a lower standard of proof than in a criminal trial.

Lord Herman Ouseley, chairman of the Kick it Out campaign which seeks to eradicate racism from football, had following the court verdict urged the FA to take its own, independent, action.

"There is only one regulatory body for football and it's not the courts," Ouseley told Sky Sports.

He added: "The Football Association would have already concluded its investigations and its processes had the courts not intervened through the police and the Crown Prosecution Service.

"Their prosecution and evidence was inadequate and John Terry has been cleared of what he was charged on."

Asked if the verdict could deter players who had been racially abused coming forward in future, Ouseley said: "There is clear evidence we know that players are reluctant to come forward and raise this issue.

Man City expose Arsenal weaknesses

Manchester City exposed problems in the heart of Arsenal's defence to seal a 2-0 friendly victory at Beijing's Olympic stadium on Friday. Two goals just before half-time from Pablo Zabaleta and Yaya Toure proved enough for the Premier League champions against an Arsenal side without many of its key players -- including wantaway captain Robin van Persie.

The striker has been at the centre of transfer speculation linking him to both Manchester clubs. City boss Roberto Mancini earlier this week said he was a keen admirer of the Dutchman.

Arsenal started brightly in torrential rain at the "bird's nest" stadium.

Theo Walcott -- known as Xiao Laohu, or tiger cub in Chinese -- burst through the right on four minutes to cross for fellow England international Alex Oxlade-Chamberlain, but the chance was snuffed out by Stefan Savic.

Ten minutes later Gervinho weaved inside the box to lay off to Walcott, whose effort was blocked.

Walcott then created a chance for himself, much to the delight of the home crowd, who cheered his every move.

The forward made space just beyond the left-hand side of the penalty box, but his attempt to curl the ball into the right corner went narrowly wide.

Moments later Carlos Tevez darted into the box and attempted to play himself through by clipping the ball around Arsenal rookie Carl Jenkinson.

But the Argentinian pushed the ball too far and it ended up safely in the hands of Arsenal's reserve keeper Lukasz Fabianski.

City were beginning to gain the upper hand and went in front five minutes before half-time.

Defender Jenkinson was caught out of position and Yaya Toure dribbled beautifully into space before laying the ball off for the in-coming Zabaleta, who drilled home from inside the box.

City made it 2-0 just three minutes later, again taking advantage of some poor defending from Arsenal.

The dangerous-looking Aleksandar Kolarov ran into space down the left and cut a deep ball into the box which was laid off by Sergio Aguero for Yaya Toure to tap in from close range.

City took their foot off the pedal in the second half and defended deep, much to the frustration of Arsenal.

Oxlade-Chamberlain was unfortunate not to pull one back for Arsenal when he hit a rasping shot from the edge of the area which bounced off both posts.

Half-way through the second half, Tevez jostled past Kieran Gibbs to find space for himself on the right. He crossed for Aguero, who somehow missed the target from close range.

Syria rebels brace for 'mother of all battles'

Syrian rebel forces were bracing Friday for the "mother of all" battles in Aleppo, as Washington warned the army could be preparing to carry out a massacre in the country's second city. Waves of troop reinforcements have been pouring into the northern city -- Syria's commercial capital -- and a security source told AFP the offensive feared by the rebels could come as early as Friday.
"The special forces were deployed on Wednesday and Thursday on the edges of the city, and more troops have arrived to take part in a generalised counter-offensive on Friday or Saturday," the security source said.
Early Friday, helicopter gunships strafed a string of rebel neighbourhoods in the southwest of the city. Clashes also broke out in the Jamiliya district, adjacent to Aleppo's historic old quarter, a human rights watchdog said.
Three people were killed in shelling of the southern Fardoss district and one was shot dead in the Maysaloon neighbourhood, the Britain-based Syrian Observatory for Human Rights reported.
In Salaheddin, a rebel bastion in the southwest of the city, hundreds of opposition fighters were bracing for the threatened counter-offensive by the embattled regime of President Bashar al-Assad.
An AFP photographer saw improvised barriers made up of sandbags and even a bus thrown up across the the streets, as well as makeshift clinics set up inside schools and mosques.
Four of the five roads between the city centre and the airport were under rebel control.
"The army's reinforcements have arrived in Aleppo," Colonel Abdel Jabbar al-Okaidi, a spokesman for the rebel Free Syrian Army (FSA), told AFP via Skype, adding that they were backed by some 100 tanks.
"We expect a major offensive at any time, specifically on areas across the southern belt, from east to west."
The front page of Thursday's edition of pro-government daily Al-Watan carried the banner headline: "Aleppo, the mother of all battles."
"Aleppo will be the last battle waged by the Syrian army to crush the terrorists and, after that, Syria will emerge from the crisis," it said.
Washington warned of the risks of a massacre by government troops in Aleppo, where rebel forces launched a major offensive on July 20 from their rear-bases across the nearby border with Turkey.
"This is the concern, that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for," said State Department spokeswoman Victoria Nuland.
"Our hearts are with the people of Aleppo. And again, this is another desperate attempt by a regime that is going down to try to maintain control, and we are greatly concerned about what they are capable of in Aleppo."
But she stuck to the US position of providing only non-lethal assistance to the rebels who have been battling for 16 months to topple Assad.
"We do not believe that pouring more fuel on this fire is going to save lives. We are working in non-lethal ways. We are working to support the Syrian opposition," the spokeswoman told journalists.
As the fighting raged in Aleppo, a lawmaker from the city, Ikhlas Badawi, defected and flew to Turkey, the exiled opposition said.
"There were contacts for some time to ensure her a safe place," opposition Syrian National Council member Samir Nashhar told AFP.
"She arrived yesterday (Thursday) in Turkey and she will be going to Qatar, which has agreed to receive her."
She is the fourth member of parliament to have defected since the uprising broke out in March last year.
Nationwide, a total of 164 people were killed in violence on Thursday -- 84 civilians, 43 soldiers and seven rebel fighters, according to the Observatory's figures.
UN peacekeeping chief Herve Ladsous, who was in Damascus for talks with Syrian officials after the Security Council set a 30-day deadline for progress on a troubled peace plan, warned there was "no plan B."
"There is one political process for the time being, that is the six-point plan of the joint special envoy Kofi Annan," Ladsous told reporters in Damascus, referring to peace blueprint that was supposed to have begun with a ceasefire in April that never took hold.
"And as you know, and has been said time and again, there is no plan B. There is no alternative to that," Ladsous added.
"Syrians killing Syrians is something that should not continue."
On Wednesday, Ladsous confirmed that the United Nations had pulled out half of the 300 military observers it deployed to oversee Annan's peace plan after the Security Council on July 20 gave the mission a "final" 30-day extension of its mandate.
The mission had already suspended its patrols in mid-June in the face of the intensifying violence. Tweet Bookmark Print Badge the Comments! Give badges to the best comments you see! UK urges calm amid escalating political tension in Maldives

Amid escalating political strife and violence in the Maldives, Britain has called on all interlocutors to show restraint in the interest of achieving sustainable political reconciliation. In a statement, UK Foreign Office Minister Alistair Burt noted that the efforts to restore calm and stability in Maldives are being hampered by increasing political tension and escalating violence.

“I call on all sides to show restraint in the interest of achieving a sustainable political solution to Maldives’ recent problems. Protests must be peaceful and the security response professional and proportionate. Violence and any cases of excessive use of force should be investigated and those responsible held to account,” Burt stressed.

Reiterating the call of the Commonwealth European Union (EU) and the United Nations (UN), the statement also expressed hope that the proposed high-level sit-down of political parties could take place at the earliest to identify peaceful ways through the ongoing difficulties.

Minister further stressed on the significance of the Commission of National Inquiry (CNI) set up to probe the events leading up to and following the regime change on February 7 to be able to conclude its work “swiftly, fairly and independently, so that the circumstances surrounding the events are clearly established.”

On that note, Burt called on all relevant actors of the Maldives to refrain from any actions that could jeopardize the stable environment needed to facilitate the CNI to complete its work and pave the way for free and fair elections.

“The British Government will maintain contact with all parties in Maldives and with engaged international partners. Our shared goal is a stable, peaceful and democratic future for the Maldivian people,” the statement concluded.

Freedom of expression now lost: Reeko Moosa

Hullhu-henveiru constituency MP Moosa 'Reeko' Manik has stressed that no one had been arrested during the Maldivian Democratic Party (MDP) for making a remark, speech or phone call, but such freedom of expression has now been lost. Speaking at Usfasgandu are after the MDP march held in protest of the government and calling for early elections last night, Moosa said that the freedom of expression and speech enjoyed during the three years of the MDP government no longer exist.

Moosa’s statement came at a time when Police had publicized an alleged audio recording of a telephone conversation of former President Mohamed Nasheed who is heard expressing his desire to deploy people to fight the police.

Despite Moosa’s comments, audio clips of Kulhudhuffushi-south constituency MP Mohamed Nasheed, Mulak constituency MP Abdulla Yamin, Maamigili constituency MP Gasim Ibrahim and Dhiggaru constituency MP Ahmed Nazim had been leaked during the MDP government. Many had accused that the audio clips had been leaked through the then government.

Speaking in relation to the Independence Day celebrated in the Maldives today, Moosa said the freedom to create political parties and hold political activities had been the result of earlier efforts of MDP. He also alleged that though the close aides of former President Maumoon Abdul Gayoom had a thirst for power, they could not even mention the presidency back then.

While strongly criticizing President Mohamed Waheed Hassan Manik, Moosa said that MDP had been unaware that Waheed would turn back and strike like a “poisonous snake” at the time he was selected as the Vice President.

“But at the end he was the mastermind who had struck down our government through the coup after lying patiently in wait and observing the policies of MDP,” he added.

Sri Lanka sets roadmap to probe alleged war crimes

Sri Lanka Thursday published a roadmap for investigating allegations that elements of the military were responsible for civilian deaths during its final battle with Tamil Tiger rebels in 2009. The plan, which sets timetables for probing the charges and punishing those found guilty of excesses, follows EU and US pressure for Colombo to implement recommendations of a national commission that studied the last stages of the Tamil conflict.
In its report made public last December, the government-appointed Lessons Learnt and Reconciliation Commission (LLRC) had noted "considerable civilian casualties" and the fact that army shells had fallen on civilian hospitals.
While concluding there was no military policy of deliberately targeting civilians, the commission urged the government to investigate certain incidents that might point to "wrongful conduct".
The roadmap published Thursday commits the security forces to complete ongoing "disciplinary" investigations within 12 months and ensure that any resulting criminal charges are filed in court within another four years.
It also gives the army six months to complete "follow up action" over allegations contained in a British television documentary that members of security forces had killed scores of surrendering Tamil rebels in 2009.
The alleged disappearances of thousands of people during the fighting would also be investigated, the government said in a statement.
"We take the LLRC recommendations very seriously and we hope to be able to implement most of these recommendations within three years," said Lalith Weeratunga, the top civil servant in the country.
Human rights groups have said up to 40,000 civilians perished in the final months of the military campaign against the Tamil Tiger rebels. Tweet Bookmark Print Badge the Comments! India anti-graft activist Hazare to start new fast

Indian anti-graft activist Anna Hazare, whose hunger strike last year generated a nationwide outpouring of support, vowed on Wednesday to hold another fast to pile pressure on the government. Hazare pledged to re-start his protest nearly one year after his public hunger strike in New Delhi to demand stronger anti-corruption legislation in India, where many citizens complain graft is endemic in everyday life.

The 75-year-old former army truck driver on Wednesday appeared at a demonstration in Delhi where three of his campaign members began a fast, but he declined to talk to reporters.

"We need some positive signs from the government to show that they are serious about tackling corruption, otherwise Anna will start his fast on Sunday," Aswathi Muralidharan, a spokeswoman for his campaign, told AFP.

"We want a special investigating team to look into corruption charges against ministers, MPs and party leaders, and we want a fast-track court," she said.

Massive rallies across India in support of Hazare's 12-day fast last August badly shook the government, which has been hit by a series of major corruption scandals since being re-elected in 2009.

The activist's campaign tapped into widespread anger among millions of Indians and dominated television news coverage for weeks, but it has since struggled to maintain momentum.

Hazare's direct attacks on Prime Minister Manmohan Singh and the ruling Congress party also led to accusations that he and his campaign organisers were pursuing a political agenda.

At Wednesday's rally, which attracted less than 1,000 people, Nishant Sharma, a 19-year-old student who volunteered for the campaign last year, said Hazare's plan to fast would push the government to act on the demands.

"He is fighting for our country, not for himself," Sharma told AFP. "He is trying to force the government to fight corruption. This time, we are determined not to stop until the government does something."

After last year's protests, the government drafted an anti-graft bill that was dismissed by Hazare as too weak.

The bill failed to win support in the upper house of parliament and is currently lodged with a parliamentary committee.

Blatter warns 'injured' Bale of ban threat

Gareth Bale risks being banned for playing for Tottenham while the Olympics are in progress -- but only if England's Football Association submits a formal complaint, FIFA president Sepp Blatter said Wednesday. Wales winger Bale was included in the Great Britain squad for the Olympic football tournament but withdrew last month after sufferring a back injury during training.

However, he played for Tottenham, his English Premier League club -- and scored a goal -- in a pre-season friendly against the Los Angeles Galaxy, the club of former England captain David Beckham, in California on Tuesday.

So far the FA, the organising football authority for a British team managed by former England defender Stuart Pearce and the British Olympic Association have not commented on Bale's involvement against the Galaxy.

However, Blatter said that if FIFA received an official complaint then the 23-year-old Bale could be banned from Spurs duty, including friendlies, until August 12.

Asked about Bale, Blatter told Britain's Press Association: "The principle is that if a club does not release a player then this association can come to FIFA and we will then ban this player during the duration of the Olympics.

"So far nobody came to FIFA to say we should, but it is a possibility we could ban these players if they are not at the disposal of the national team.

"They (the association) complain and then we say let this player go or he cannot play for the club.

"FIFA's position has never been so clear than it is now for the Olympics 2012 and 2016."

Were the FA to act against Bale, it would add to an already tense relationship with London club Tottenham.

The FA were accused of unsettling Spurs by not making it clear early in their search for a new England manager that then Tottenham boss Harry Redknapp, the fans' favourite, was not in the running to replace Fabio Capello.

Instead Roy Hodgson, previously in charge of West Brom, got the England job and Redknapp was sacked by Tottenham after they failed to qualify for next season's Champions League.

Bangladesh garment unrest worries global buyers

Bangladesh's government has promised top Western buyers of the country's garments that it will address unrest in the textile sector over soaring living costs, it said Wednesday. Last month, more than 300 major clothing factories were shut down for more than a week as tens of thousands of workers rioted for a 50 percent hike in wages, amid rising rent and food prices.

Representatives of 19 global garment buyers including Wal-Mart, H&M, Gap, Carrefour and Marks & Spencer met the labour minister to convey their concerns over the violence, the government said.

"Inflation is eating into the workers' earnings. The buyers said this issue should be resolved to prevent further unrest," said Labour Minister Khandaker Mosharraf Hossain.

"Their concern is continued unrest would hamper production that may lead to delay in delivering orders, which is not good for anyone."

Overseas garment sales were worth $19 billion last year, or 80 percent of total national exports, and the sector is the mainstay of the poverty-stricken country's economy, employing 40 percent of its industrial workforce.

Hossain said he promised the buyers the government would make available cheaper food for nearly half a million workers and curb spiralling house rents. Some factory owners also have pledged to increase wages.

Buyers attending the meeting -- who accounted for 80 per cent of annual clothing exports -- refused to talk to media.

Unions said they were waiting for the measures to be implemented.

Bangladesh's 4,500 garment factories -- which rely on cheap labour to be competitive -- were hit by months of unrest in 2010 that forced the government and factory owners to increase wages by 80 percent to a minimum $37 per month.

Judge transfers custody of Jackson's children

A US judge on Wednesday gave temporary guardianship of late singer Michael Jackson's three children to his nephew TJ amid a bitter public dispute over the whereabouts of the family's matriarch. Katherine Jackson, the late singer's mother, had custody of Paris, Prince Michael and Blanket, but Judge Mitchell Beckloff suspended that arrangement because she had left the family home in Los Angeles.

The family has been embroiled in legal and financial disputes since the pop star's sudden death in June 2009 from an overdose of Propofol, a powerful anesthetic.

The matriarch's whereabouts are still uncertain, with one member of the family reporting her missing -- but the singer's brother Jermaine insisting she was well and resting in Arizona.

"I want to reassure everyone ... that Mother is fine but is resting up in AZ on the orders of a doctor, not us," Jermaine Jackson tweeted.

Randy Jackson, another of the singer's brothers, on ABC's "Good Morning America" Wednesday repeated that Katherine had left Los Angeles on doctors orders.

Her doctor "wanted her to go somewhere where she couldn't be on the phone, and just cut off from the outside world for a few days," he said.

However, the affair has sparked a flurry of angry Twitter messages from Jackson's 14-year-old daughter, Paris.

On Sunday, she wrote: "Yes, my grandmother is missing. i haven't spoken with her in a week i want her home now."

And then on Tuesday, she posted: "9 days and counting... so help me god i will make whoever did this pay."

Prince Michael is 15 and Blanket is 10.

Lawyers for TJ Jackson, the 34-year-old son of Michael's brother Tito, and for Katherine Jackson told the judge they suspected the woman's disappearance was not voluntary.

TJ Jackson said he spoke with Katherine on Tuesday and that she was acting strangely.

"I've never heard my grandmother talk like that," he said in court. "I'd ask simple questions and she wasn't sharp."

Her absence has been portrayed in entertainment media as a kidnapping by Michael's siblings, who are allegedly furious they did not inherit any of the singer's assets.

On July 17, five of the siblings accused the estate's executors of forging Jackson's signature on the 2002 will that excluded them.

In a letter posted online, Tito, Randy, Jermaine, Rebbie and Janet write "the will, without question, it's fake, flawed, and fraudulent." Tito later withdrew from the group, according to celebrity news website TMZ.

The siblings say they have "evidence that undoubtedly supports and proves that Michael was absolutely not in Los Angeles, California on the date of his signature" in the will.

They demand the executors, John Branca and John McClain, "resign effective immediately," accusing them of having "failed to perform (their) duties."

However, TMZ has reported that the executors had paid off nearly all of the singer's $500 million debt with the income they generated from his assets.

In a statement, Branca and McClain wrote they are "saddened that false and defamatory accusations grounded in stale Internet conspiracy theories are now being made by certain members of Michael's family whom he chose to leave out of his will."
