Parliament today passed to extend the period of implementation of the regulations included in the Act on general regulation till April 2013. Though the Parliament had been indefinitely suspended since Tuesday citing an unsafe and hazardous environment, in the special session held this morning after discussions with the political parties represented in Parliament, 48 MPs present out of the 51 had voted to pass the duration of the 47 regulations entailed within the Annex 1 and 2 of the legislation on general regulations.
The session which began at 10.30 this morning with the extending of duration of regulations as the only item on the agenda was adjourned 15 minutes later after the vote as no members debated on the report submitted by the Committee.
The Parliament sessions were indefinitely suspended by the Parliament Speaker on Tuesday as opposition Maldivian Democratic Party (MDP) MPs continuously obstructed the sessions and committee meetings. While MDP had stated that they do not believe that they have any work to do in the Parliament as long as the people are being charged for National Health Insurance Scheme ‘Aasandha.
Parliament last night had revealed that all political parties had agreed to cooperate with today’s special session.
State last Thursday had asked the Supreme Court to issue a temporary order to implement the existing regulations until the Parliament can decide on its extension.
The government and the Speaker had stressed that the regulations were essential to the fundamental and civic rights of the people guaranteed by the constitution and also integral to the procedures and policies required for the functioning of various government institutions.
“Speaker further said that the regulations are needed for maintaining law and order, the running of economic, social and education sectors and the functioning of political parties,†Parliament Secretariat’s statement yesterday read.
Speaker also stressed that if the period of implementation of the regulations is not extended it would compromise their legal stature and undermine several rights and benefits enjoyed under the constitution by the people. The failure to extend the period of regulation would also plunge the State into a legal limbo, Speaker had added.
