Parliament accepts Freedom of Assembly Bill

The parliament yesterday accepted the Freedom to Assembly Bill submitted by Kulhudhufushi-South constituency MP Mohamed Nasheed with 41 votes out of the 62 MPs present at yesterday's session. Though the parliament had accepted the Bill, conflict arose among MPs whether to send the Bill for evaluation to a temporary committee or to a permanent committee and the session had gone into recess following the tension on the matter.

Introducing the Bill to the parliament Nasheed said that in all the constitution that had been in effect in the Maldives the right to assembly had been mentioned in some manner, but that the right began to be fully implemented in 2005 following the creation of political parties and that since then many political parties have made use of the right, having tolerated the violence associated with it leading to the arrest of many.

The Bill specifies types of gatherings and stipulates that prior consent is not required to stage a gathering but if the gathering is a planned one a prior notice of the gathering should be provided to the Police. The Bill also states circumstances under which the right to assembly can be narrowed down.
